Unfortunately, the autoreply email I got back from Twitter only said that they wouldn't do anything unless there was a trademark issue--there was no mention of "If you’d like to trigger a review of the reported username, please reply with just the username." My ticket is still "in progress," though... Maybe I'll try emailing back with the username, anyway. Well I tried filing a ticket about an inactive (and suspended! for years!) account.
